URGENT APPEAL: Clear and consistent rules for productive and work-related pluralism in the Italian cinema

Chiaroscuro Collective joins the protest movement against the disastrous current state of Italian cinema. For over a year now, the film and audiovisual sector has been living in uncertainty about its future. This is an industry that supports entire families, yet more than 70% of crew members, actors, and writers are unemployed—many for over a year, and almost all with no job prospects ahead. Every additional day of delay means another part of the industry disappearing forever. The new tax credit regulations and selective funding criteria have abruptly halted the sector’s development, making access impossible for most small and medium-sized productions, leaving the ability to produce films in the hands of a select few. Independent cinema is at risk of extinction—the very cinema that nurtures emerging filmmakers, who, in turn, shape and preserve the cultural future of our country, inspiring the rest of the world. What began as a job crisis has rapidly escalated into a cultural crisis. It is urgent that the Government and Institutions prioritise responding to the needs of the film and audiovisual sector. We call for the swift issuance of corrective decrees and the documents requested by the judges of the TAR of Lazio, to establish clear and consistent rules that enable all stakeholders to operate democratically in a stable and secure environment.

We cannot afford to wait any longer—the sector needs concrete and immediate action to prevent total collapse. We must act now!
